I think it means that from parking space 28 on, the daily rates do not repeat. Like, “single car spaces (which would ordinarily repeat charges every 24 hours) do not repeat charges past space 28". This is based on the assumption that “24th” is referring to 24 hours.
I don’t speak Japanese, or bureaucrat Japanese, but I do speak a little bureaucrat. Also jargon, weaselese, and mumble.
